Underground Storage Tanks (UST) Flare Systems

  1. The technician will ensure the vehicle is safely positioned and is OFF before exiting the vehicle.
  2. The technician will identify himself to the contact person at the site and obtain a safe-work permit.
  3. A tail-gate meeting will be held with all concerned parties to explain the test procedure and gain specific site information.
  4. The vessel to be tested will be identified and appropriate safety measures will be taken, such as H2S, LEL and O2 levels.
  5. Ensure that the vessel is shut in from any operating systems.
  6. The flare system must be blinded and isolated from the rest of the operating system.
  7. The flare tank must be filled beyond its maximum capacity: i.e. – the liquid level must be above grade to ensure that the entire system is under hydrostatic pressure.
  8. The test equipment is introduced into the system through a riser of no less than 5cm internal diameter.
  9. The minimum duration for this leak test is approximately one (1) hour depending on the system capacity.
  10. At the conclusion of the test, the technician will remove all test equipment and return the safe work permit to the originator or their designate.
  11. The vessel may then be returned to normal service or remedial action taken.
  12. A written report will be provided.
